Delta State has emerged as Nigeria’s second-best governed state under Governor Sheriff Oborevwori, according to the 2025 Governance Performance Index released by the Commonwealth Institute of Advanced and Professional Studies (CIAPS).
*Key highlights from the CIAPS Governance Performance Index (CGPI):*
Delta secured the second position nationwide with a 70% performance score, trailing only Kaduna State which led the chart with 73%. The ranking is seen as a strong endorsement of Governor Oborevwori’s administration, particularly for its achievements in governance, infrastructure, public service delivery, and overall state management.
The CGPI evaluates the performance of all 36 Nigerian state governors, focusing on governance outcomes and the effectiveness of public administration. With this result, Delta outperformed 34 states, ranking ahead of Anambra, Niger, Ekiti, Akwa Ibom, Lagos, Oyo, Enugu, and Borno, which rounded out the top 10.

3. *Anambra* – 65.5% – Governor Charles Soludo

6. *Akwa Ibom* – 64% – Governor Umo Eno
7. *Lagos* – 64% – Governor Babajide Sanwo-Olu
8. *Oyo* – 61% – Governor Seyi Makinde
9. *Enugu* – 56.5% – Governor Peter Mbah
10. *Borno* – 54% – Governor Babagana Zulum
States placed 11th to 20th include Kwara, Abia, Ondo, Nasarawa, Osun, Ogun, Kano, Kogi, Edo, and Jigawa. At the bottom of the index, Taraba recorded the lowest score with 20%, while Yobe, Benue, Rivers, Plateau, and Kebbi were also listed among the poorest performers.
*What this means for Delta:*
The ranking is expected to boost public confidence in Governor Oborevwori’s M.O.R.E Agenda, under which the state has seen significant investments in road construction, bridges, healthcare facilities, education, and other key sectors. CIAPS noted that the index reflects the tangible impact of the administration’s ongoing projects and governance reforms, further establishing Delta as one of Nigeria’s leading states in service delivery and effective leadership.
According to CIAPS, the Governance Performance Index is designed to benchmark state governments, encourage accountability and transparency, and drive sustainable development across the country.
