Christmas Message: Oborevwori Calls for Love in Delta

Delta State Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu,, the contracting firm  handling the Emevor–Orogun Road Phase II, for maintaining high standards and adhering to project timelines.

Aniagwu gave the commendation on Wednesday during an inspection of the 4.8-kilometre Emevor–Orogun Road Phase II in Isoko North Local Government Area as well as the ongoing construction of the Amai–Aragba Road in Ukwuani Local Government Area.

Speaking during the inspection, the commissioner said the  Governor Sheriff Oborevwori  led administration expects contractors executing projects in the state to deliver durable infrastructure that provides value for money and withstand test of time

He noted that the progress recorded on the project further justified the state government’s decision to engage indigenous contractors in the execution of key infrastructure projects.

According to him, the performance of the contracting firm  on the road project compete favourably with that of international construction firms.

“This project has further justified our decision to make use of a number of indigenous contractors. This contractor, Emo Rock Concepts Limited, is doing the kind of job that can compete favourably with any of the international brands,” Aniagwu said.

The commissioner recalled that the contractor had earlier executed the first phase of the road project, which he said had remained in excellent condition, prompting the state government to award the Phase II contract to the same company.

Aniagwu explained that the engineering design adopted for the project was carefully planned to address the swampy terrain in the area.

He said the construction included the building of retaining walls and raising the road above the natural ground level to prevent flooding.

According to him, the road was elevated by more than two metres using large quantities of sharp sand to ensure that it remains protected from floodwaters.

“What it means is that no matter the kind of flood that you have in this environment, this road will be protected,” he stated.

Aniagwu also noted that the level of compaction carried out on the road further demonstrated the contractor’s technical competence, adding that the company had complied with the specifications contained in the Bill of Engineering Measurement and Evaluation for the project.

He stressed that the contractor was not cutting corners in the use of materials specified for the project, reiterating that the state government expects every contractor working in Delta to deliver durable infrastructure capable of standing the test of time.

“For us to get value for money, you must execute projects in such a way that they stand the test of time and enable Deltans to reap the full benefits of what the governor intends,” he said.

Aniagwu further stated that Governor Oborevwori places a high premium on quality and strict adherence to project timelines, noting that the contractor handling the Emevor–Orogun Road Phase II was meeting expectations.

He disclosed that although the project was awarded in July 2024 with a completion timeline of 24 months, the pace of work indicated that it could be completed within the next few months.

“From the speed of work, I can see that in less than three months’ time, this job will be done and dusted,” he said.

The commissioner explained that most sections of the road had already reached the binder course stage, while only a few areas requiring adjustments around culverts covering about 300 metres were yet to reach that stage.

He expressed optimism that once work begins on the wearing course, the remaining work could be completed within two to three weeks, making it possible for the project to be delivered before the end of April.

Aniagwu also commended the contractor for the neat finishing of the shoulders and drainage culverts, urging other contractors across the state to emulate the standard set by the company.

He reiterated that the Oborevwori administration remains committed to delivering durable road infrastructure that will enhance connectivity and drive socio-economic development across Delta State.

Project Director of Emo Rock Concepts Limited, Engr. Oghale Agelebe, reaffirmed the company’s commitment to delivering the project before the end of April 2026.

Agelebe pledged that the company would continue to maintain quality standards and ensure timely completion of the project to the satisfaction of the state government, host communities and road users.

Also speaking, Comrade Obukowho Usie, who represented youths of Emevor community and serves as Treasurer of the Isoko National Youth Congress, alongside Youth Governor Comrade Emmanuel Itegbru, expressed appreciation to Governor Oborevwori and the Delta State Government for constructing the long-awaited road.

They described the project as a major development that would boost economic activities and improve connectivity in the area, while pledging the continued support of the community to the state government.
