The Delta State Coordinator of the Obidient/OK Movement, Hon. Favour Emerure, has cautioned residents collecting their Permanent Voter Cards (PVCs) across the state to be vigilant and not release their PVC details to unauthorized persons.
The warning comes as the Independent National Electoral Commission, INEC, commenced PVC collection exercise today across Delta State.
In a press statement issued on Thursday, Hon. Emerure alleged that some persons suspected to be political agents have been approaching voters at collection centres to collect sensitive personal information.
According to him, voters are allegedly being asked to provide their full name, phone number, PVC number, Voter Identification Number (VIN), and bank account details under the pretext of an empowerment programme.
He alleged that the intention behind the collection of such details is for vote buying ahead of the 2027 general elections.
Hon. Emerure noted that under Section 22 of the Electoral Act 2022, it is an offence for any person to have another person’s PVC in his possession, adding that offenders are liable to imprisonment upon conviction.
He further advised voters to be wary of any empowerment initiative that requires PVC or bank details, describing it as a potential scam and a risk to their bank accounts.
He urged eligible voters to collect their PVCs directly from INEC officials only, and not to give out original PVCs, photocopies, VINs, or allow anyone to photograph their cards.
He also advised residents to report any suspicious persons or activities around PVC collection centres to INEC officials and security agents on ground.
“Your PVC is your power. Protect it. Your vote is your future,” he said.
INEC has repeatedly warned that PVCs must be collected in person and not by proxy, and that no official of the commission will ask for bank account details or Bank Verification Number, BVN.
Efforts to get a reaction from the Delta State chapter of the All Progressives Congress, APC, on the allegation were unsuccessful as of the time of filing this report.

Fellow Deltans and Obidients, I bring to you an urgent and important warning.
As INEC commenced PVC collection today across Delta State, credible reports confirm that APC operatives have besieged collection centres. Their method is to collect your name, phone number, PVC and VIN number, and bank account details under the false promise of empowerment, with the real intention of buying your PVC.
Please do not fall for this criminal gimmick. What they are doing is vote buying and it is illegal. No individual, party agent, or group is permitted to collect, keep, or buy another person’s PVC. Section 22 of the Electoral Act 2022 is clear and prohibits any person from having in his possession the PVC or VIN of another person. Any person who violates this commits an offence punishable by imprisonment. INEC has also warned that anyone collecting bank account details along with PVC information is engaging in vote buying. That N5,000 or N10,000 they promise to transfer to you is not empowerment. It is the price they want to pay to steal your vote and disenfranchise you in 2027.
It is also an empowerment scam and a threat to your bank account. Deltans, think about it, why would any genuine empowerment program need your PVC number? Collecting your PVC number, phone number, and bank account number together is a major red flag. No real government empowerment program6 operates like that. This is a scam to defraud you. With your full name as it appears on your voters card, your phone number, and your bank account number, criminals can attempt to compromise your account. Never give your BVN to anyone.
What you must do immediately is simple. Do not give anyone your PVC, do not give them a photocopy, do not give them your VIN, and do not allow anyone to snap or photograph your PVC. Once they have your VIN, they can track your voting status. Do not give your bank account number, do not give your BVN, and do not give your details to any non-INEC official. Go to the centre and collect your PVC directly and only from authorized INEC officials. If anyone approaches you with this fake empowerment at the collection centres, raise an alarm and report immediately to INEC officials and security agents present.
Your PVC is your power. Protect it. Your vote is your future. Do not sell it for any amount. A New Nigeria is POssible.
